Keynote Speaker

Burgess Owens is a member of the United States House of Representatives, representing Utah’s Fourth Congressional District. Born in the segregated South, Burgess witnessed people of all races unite to combat adversity. As a young man, he was one of the first four black athletes recruited to play football at the University of Miami, where he received a scholarship and ultimately earned a BS in biology and chemistry. In 1973, he was the 13th pick in the first round of the NFL draft and joined the New York Jets, eventually playing safety for ten seasons in the NFL for the New York Jets and the Oakland Raiders, winning the Super Bowl with the 1980 Raiders team.

After retiring from the NFL, Burgess worked in the corporate sales world before eventually moving his family to Utah, where he founded the non-profit Second Chance 4 Youth to help troubled and incarcerated youth. Now serving as a member of the House Education and the Workforce Committee and House Transportation and Infrastructure Committee, Burgess follows the guiding principles of faith, family, free markets, and education. He is a co-chair of the Congressional Sickle Cell Caucus and vice-chair of the Freedom From Big Tech Caucus. Additionally, he serves on the House Republican Future of American Freedoms Task Force, the Conservative Climate Caucus, the Congressional Direct Selling Caucus, the Congressional Dietary Supplement Caucus, the Congressional Western Caucus, the House Republican Study Committee, the House Republican Conference, and the Congressional Wildfire Caucus.

2023 Courage Award Recipient

Cathy McMorris Rodgers is the Chairwoman of the powerful House Energy and Commerce Committee and the recipient of this year’s Courage Award. She has represented Eastern Washington’s 5th Congressional District since 2004, earning the trust of her constituents and Capitol Hill for her hard work, conservative principles, bipartisan outreach, and leadership.

Growing up on an orchard and fruit stand, and later becoming a wife and working mom of three, Cathy has lived the American Dream. Now, as Chair of the House Energy and Commerce Committee, she is focused on delivering real results on issues that matter most to the people of Eastern Washington. She is committed to expanding access to rural broadband, improving health care, addressing climate change, and securing America’s energy independence.

Cathy has always been dedicated to getting results for the people of Eastern Washington. Her mission is to restore trust and confidence in representative government and lead as a trust-builder, ability-advocate, and unifying force for the hardworking men and women in Eastern Washington.
